After the bill is adopted, Roskomnadzor, together with the Ministry of Digital Development, will begin developing a government act that will define the rules and technical requirements for the placement of communication networks in apartment buildings.

- We must reduce the risks that the interests of citizens will be affected when placing equipment. In order to comply not only with safety requirements, including fire safety, which are really important, it is necessary to ensure careful treatment of common property and not create unacceptable discomfort for residents.
The head of the Ministry of Digital Development, Maksut Shadayev, noted that the draft law has become more stringent towards operators and will lead to the establishment of uniform requirements content writing service
and standards. Telecom operators will be required to bring their equipment into compliance with these requirements, which will be approved by a government decree, within a year, he emphasized.
According to the head of the RSPP commission on communications and information and communication technologies, Andrey Kuzyaev, the first bill on free access for providers to apartment buildings was submitted to the presidential administration 10 years ago.

– To select a provider, two-thirds of the votes at a general meeting of the residents of the building were required. But, according to statistics, such meetings are attended by no more than 23% of residents. This opened up a huge field for abuse.
Members of the Media Communications Union (MCU) agree that the proposed regulation model is based on a balance of interests between communications operators and apartment owners, said MCU head Mikhail Demin. "The proposed bill guarantees competitive development of the telecommunications services market, and the Union members unanimously support it," he said.
According to Alexander Khinshtein, by the second reading the bill had become absolutely balanced.
